Error creating Consumer Web Service (Procedure DWSPV.36)

    I am getting:
    Exception: System.Exception
    Message: MSI log returned non-zero error code 1603

    In the log, at the end where InstallHelper.vbs runs, there is entry:
    ...
    Entering FindWeb
       SetAppPoolSecurity: Successfully bound to file:CreateConsumer.asmx
       SetAppPoolSecurity: Successfully updated properties for file:CreateConsumer.asmx
       Error setting new DACL for C:\WINDOWS\Temp
    Action ended 9:57:15: InstallFinalize. Return value 3.

    After that rollback is starting

    Can anybody help me with this please?
